From the report: “As part of our analysis, we examined five major studies, dating back to 1970, of DOD's weapon acquisition system. The purpose was to determine whether the same systemic issues or concerns were identified in these five studies. The studies were -- -- -- -- SW the Blue Ribbon Defense Panel Report in 1970, the Report of the Commission on Government Procurement in lY72, DOD's Assessment of Its Weapons Acquisition System in 1981 (Carlucci Initiatives), the President's Private Sector Survey on Cost Control in 1983 (Grace Commission Report), and the President's Blue Ribbon Commission on Defense Management in 1986 (Packard Commission)."
